"Charting the Effects of Aid from Plan Colombia" examines how diplomatic communication between U.S. President Bill Clinton and Colombian President Andrés Pastrana shaped the development and implementation of Plan Colombia. The primary objective of this project is to investigate how diplomatic speech and conversation framing influenced the development and implementation of Plan Colombia.
